tube/image of choice

filter Mura Meister/Copies
filter Lotis Filters/Mosaic
filter AAA Frames/Foto Frame
 font of choice/font used in this tutorial: "TheNaughtiGal & Champagne&Limousines"

open a blank transparent canvas size 550 by 250

copy and paste tube of choice to canvas
place to preference

duplicate tube
select bottom tube
rename "background"

apply filter Mura Meister/Copies: default wallpaper rotate setting

adjust/blur/motion blur angle 135, strength 100
repeat twice
duplicate background
select the top background layer

apply filter Lotis Filters/Mosaic
select style "balls"
change size to 14
check radial gradient
leave everything else as is
click ok

lower opacity of ball background to 50

merge visible

apply filter AAA Frames/Foto Frames: width 10, opacity 50

if you wish you may draw out a few small stars below your phrase/name using your preset shape tool

apply all proper credits
add names/phrases as you wish
