Paint Shop Pro/version PSPX was used to create this tutorial
tube/image of choice

filter Mura Meister/Copies
filter Xero/Porcelain
filter DSB Flux/Bright Noise
filter AAA Frames/Foto Frame
 font of choice/font used in this tutorial: "Champagne & Limousines and
 Sketch Script (Limited)"

open a blank transparent canvas size 550 by 250
copy and paste tube of choice to canvas
duplicate
hide top & bottom tube layers for now

add a new raster layer
flood fill with color of choice
set foreground and background to two different colors that compliment your tube
select gradient and set gradient to foreground-background color
style sunburst, repeats 34, invert checked
click ok

set this gradient as your background color
select your preset shape tool, set at ellipse
make sure line width is set at 0
draw out a rather large circle on left side of canvas
objects/align/vertically center of canvas
convert to raster layer
selections/select all/float/defloat/modify/contract/32 pixels
(the number of pixels depends how large you make your circle and how many "rings" you want around the frame)
selections/select none

apply inner bevel

width 14
smoothness 17
depth 10
ambience 6
shininess 19
angle 45
intensity 30
elevation 64

unhide one of your tube layers
move below circle frame layer
place face or another body part in center of frame
with magic wand tool click inside circle
selections/modify/expand/5 pixels
selections/invert
select tube
press delete on keyboard
selections/select none

apply filter Mura Meister/Copies: default wave vertical

thru bg range 0
fade out 0

apply filter Xero/Porcelain:  change blue to 0

duplicate your circle frame layer
select your bottom layer
apply filter Mura Meister/Copies: wall paper rotate default setting
adjust/blur/motion blur 133 angle, strength 100
repeat twice
effects/edge effects/enhance
repeat once
apply filter DSB Flux/Bright Noise: mix, number 15

unhide your second tube layer
place to right side of canvas
change blend mode to screen (or setting of your choice)

merge all layers together

apply filter AAA Frames/Foto Frame: width 10, opacity 75
apply all proper credits
add names/phrases as you wish
