Items Needed
Paint Shop Pro/version PSPX was used to create this tutorial
4 tubes/images of choice (same artist)
Artist I Used: Keith Garvey 
you MUST purchase the proper license at CDO HERE to use his work
filter Mura Meister/Copies
filter Xero/Radiance
filter Xero/Porcelain
filter DSB Flux/Bright Noise
filter AAA Frames/Foto Frames
 font of choice/font used in this tutorial: "Champagne & Limousines"

open a blank transparent canvas size 550 by 250

choose 4 tubes
open and minimize all 4
(its best if all tubes have same color clothes so it wont clash)

bring up one tube
copy and paste to canvas
apply filter Mura Meister/Copies: Wall Paper (rotate) default settings

adjust/blur/motion blur: angle 138, strength 100
repeat twice
effects/edge effects/enhance
apply filter DSB Flux/Bright Noise: mix 15

duplicate
image/mirror
change opacity of top layer to 50
merge visible

duplicate background once
select the top background layer
apply filter Xero/Porcelain: default settings, changing blue to 0
change blend mode soft light
merge visible

duplicate background layer once
apply filter Xero/Radiance: default settings
change blend mode to soft light merge visible

copy and paste each tube to the canvas
place to preference
add slight drop shadow to each tube
hide the background layer
merge visible
unhide your background layer

apply filter Xero/Porcelain: default settings, changing blue to 0
change blend mode to hard light (or a different blend mode of preference)

merge all layers visible
apply filter AAA Frames/Foto Frame: width 10, opacity 75

apply all proper credits
add names/phrases as you wish
