Items Needed
Paint Shop Pro/version PSPX was used to create this tutorial
Animation shop
tube/image of choice
Artist I Used: Ismael Rac    

 you MUST purchase a license at SNC HERE to use his work
 city night time photo of choice, I used a photo from Stock Exchange
filter Xero/Porcelain
filter AAA Frames/Foto Frame
 font of choice/font used in this tutorial: "Megan Hand"

open a blank transparent canvas size 550 by 250
open photo of choice
copy and paste to canvas
resize (if needed) 125%
duplicate (if needed)
image/mirror
move the image on the right below the one on the left
merge visible
apply filter AAA Frames/Foto Frame number 20, opacity 100

duplicate 5 times for a total of 6 layers
select your first layer

effects/illumination effects/sunburst
apply the following settings, depending on what image you are will vary the horizontal and vertical numbers you use
make a sunburst in a window of a building on all 6 layers

color:white
brightness 0
horizontal 10
vertical 49
density 46
brightness 44
circle brightness 26

after you have a sunburst on all the layers copy and paste tube of choice
place to right side of canvas
(optional step: duplicate tube, recolor 0,0, change opacity to top tube to 50, merge tubes together)
apply filter Xero/Porcelain: changing blue to 0

make sure all layers are unhidden

copy merged

paste as a new animation in animation shop

in PSP hide the first city layer
copy merged
paste in psp after current frame
continue until you have 6 frames in animation shop
change frame property of each to value 50

apply all proper credits
add names/phrases as you wish
