Items Needed
Paint Shop Pro/version PSPX was used to create this tutorial
tube/image of choice
Artist I Used: Maryline Cazenave
you MUST purchase a license at CDO HERE to use her work
filter Xero/Porcelain
filter DSB Flux/Bright Noise(optional)
filter Mura Meister/Copies
filter AAA Frames/Foto Frame
font of choice/font used in this tutorial: "Qwigley"
*****************************************************

open a blank transparent canvas size 550 by 250

copy and paste tube of choice to canvas
using your dropper tool select two different colors from your tube
set one as your foreground and one as your background color
(doesn't matter which is which)

apply filter Xero/Porcelain: change blue to 0
place tube to preference

move this canvas to side for for now

open a new image size 550 by 25
floodfill with your foreground color

copy
paste to working canvas
move below the main tube layer

move back to your 550 by 25 canvas
press delete on your keyboard
floodfill with the opposing color

copy and paste to working canvas
now you can X out the thin strip
effects/image effects/offset:
horizontal offset 0
vertical offset -25
custom
transparent
merge the two strips together

apply filter Mura Meister/copies: Tiling

select your tube layer
duplicate
select the bottom layer
apply filter Mura Meister/Copies: Wallpaper (rotate)

apply blend mode soft light
effects/distortion effects/wind:
from right
wind strength 100

hide your tube layer
merge visible
add a slight noise to your background
unhide your tube layer

duplicate your background
free rotate 90 degrees right
add a heavy drop shadow

effects/image effects/offset:
horizontal offset: -163
vertical offset: 0
custom
transparent

merge canvas visible
apply filter AAA Frames/Foto Frame: width 3, matte 2, opacity 75

apply all proper credits
add names/phrases as you wish
