Items Needed
Paint Shop Pro/version PSPX was used to create this tutorial
tube/image of choice
Artist I Used: Cuddly Rigor Mortis
you MUST purchase a license at CDO HERE to use his work
DSB Flux/Linear Transmission
filter AAA Frames/Foto Frame
font of choice/font used in this tutorial: "Sierra Madre"

open a blank transparent canvas size 600 by 250
copy and paste tube of choice to canvas
place to left side

chose a color from your tube
floodfill as background

duplicate your tube layer
select the bottom layer
adjust/blur/gaussian blur: 15

apply filter DSB Flux/Linear Transmission: 6, 12, 50, horizontal
repeat filter, this time changing horizontal to vertical

duplicate
image/mirror
image/flip
merge the two grid layers together

change blend mode to setting of choice (i used luminance legacy)

adjust/blur/gaussian blur: 3

hide the tube layer
merge visible
unhide the tube layer

add a slight noise to the background if you wish
apply a texture of choice as well, to give the background a bit more depth

merge visible
apply filter AAA Frames/Foto Frame: width 0, matte 1, opacity 100

apply all proper credits
add names/phrases as you wish
