tube/image of choice

filter Xero/Tweaker
filter DSB Flux/Bright Noise
filter DSB Flux/Mosiac Ripple
filter AAA Frames/Foto Frame
font of choice/font used in this tutorial: "Freedom Writer BF"

open a blank transparent canvas size 600 by 350

copy and paste tube of choice to canvas
place towards right side of canvas

apply filter Xero/Tweaker:
shadows
lightness: -125
saturation: 20
highlights
lightness: 5
saturation: 84
quick fixes
the image contains black checked

using your color dropper tool select a color from your tube
flood fill using the color on raster layer 1

duplicate tube layer
select bottom layer
adjust/blur/motion blur
angle 33
strength 100
repeat motion blur

duplicate
image mirror
merge the two blurred layers together
change blend mode to screen (or another setting of choice)

apply filter DSB Flux/Mosaic Ripple:
mosaic 12
pull 212

effects/edge effects/enhance

select the solid colored background
effects/texture effects/texture
choose a texture that you like and apply

apply filter DSB Flux/Bright Noise: 10, mix

merge visible

apply filter AAA Frames/Foto Frame:
width 11
brightness 0
stroke 0
matte 1
red 98
green 18
blue 40
opacity 59
(the colors i used above are the settings i used for a pink background,
you will need to adjust the colors to use a color you want)

apply all proper credits
add names/phrases as you wish
